Management Negotiating Committees in the education sector
The Management Negotiating Committees in the education sector are composed of representatives appointed by the Fédération des commissions scolaires du Québec, the Fédération des cégeps, the Quebec English School Boards Association and the Minister of Education, Recreation and Sports. The function of the Management Negotiating Committees is to prepare provincial bargaining proposals and to submit them to the Treasury Board for the purposes of authorizing bargaining mandates concerning the collective agreements of teaching, professional and support staff of Québec school boards and colleges. Also, its mission consists in organizing, coordinating and overseeing the negotiation of the provincial sectorial matters (organization of work, movement of personnel, job security, etc.). Provincial intersectorial matters (salaries, pension plans, group insurance plans, parental rights, etc.) are discussed and negotiated at the central table under the jurisdiction of the Treasury Board. It is important to note that the decisions of the Management Negotiating Committees are reached by consensus.
