Mission

The Labour Relations Department of the Quebec English School Boards Association (QESBA) provides support and advice to the nine member boards in matters related to labour relations and human resources management.

Develop a network of employers of choice by promoting a people‑oriented approach based on best practices, open and inclusive dialogue and innovative strategies to ensure that student success lies at the heart of all decisions.

Services offered

The primary role of the Labour Relations Department is to negotiate collective agreements for teachers, support staff and professionals in close collaboration with the Ministère de l’Éducation du Québec (MEQ) through the Management Negotiating Committee for English-language School Boards (CPNCA).  The CPNCA is composed of representatives appointed by the MEQ and the QESBA. The President and Vice-President of the CPNCA are designated by members of the MEQ and the QESBA. The decisions of the CPNCA are reached by consensus.

Each of the negotiations tables (teachers, support staff and professionals) includes a negotiator who represents the interests of the QESBA, and another who represents those of the MEQ.

QESBA negotiators act as advocates for the network’s needs and ensure that the values and specific needs of the nine member boards are taken into account in all orientations.

In addition to the important task of negotiating collective agreements, the Labour Relations Team provides support and advice to Directors of Human Resources and Directors General in the following areas:

  • Interpretation of collective agreements and management regulations
  • Advice on problem solving
  • Grievance and arbitration process
  • Provincial Relocation Bureau (BPR)
  • Salary insurance management

The Labour Relations Team also provides assistance in coordinating professional development initiatives designed to enhance reflective practices and to influence human resources management.
